HOW TO PROTECT MY DOG?

I live in a subdivision of 3 acre and larger properties. Mine is ten acres. Fenced with no climb fence and snug fitting gates that are kept locked with padlocks. my problem is teenagers that walk back and forth in the easement. they throw things at my dogs, yell and scream at them just to get the dogs barking. this last week a girl whom i watched tease the dogs called animal control to report the dog scratched her behind. i watched her tease the dogs but they did not make contact with her. what can be done to prevent her from teasing my dogs? Is there anything to keep her away ? the sheriff said he has to see it to do anything.
