Is this a proper diet?

It is okay. I mean, it could be worse but your diet isn't very balanced. You need a lot more protein and some healthy fat in because your diet consists mostly of carbs. Maybe you can add a tablespoon of peanut er to the apple and that will give you some healthy fat. Your meals should contain both protein and carbs. For breakfast you could drink some skim milk or eat some low fat cottage cheese for protein. You could add chicken to the rice and vegetables.
