CSS deadline?

When schools say things like you have to have your CCS profile in by feb. 1, are they expecting to HAVE the information by that day? because i submitted it on the 28th of january and it says they'll receive it a few days into february. WIll i miss my deadline or does the phrasing mean that i have to have submitted it and then whenever they get it it they get it?
